On 24 August, Ukraine marks Independence Day. In peacetime, independence is often understood primarily in political and symbolic terms. In a country affected by widespread explosive hazards, however, independence also has a practical dimension: the ability to safely access and use land.

For a farmer, that means returning to fields and restoring production, for a child, it’s reaching school safely and for communities, it’s rebuilding infrastructure, reconnecting transport routes and creating the conditions for economic activity to resume.

This is why humanitarian demining should be understood as more than a safety effort. It also enables access, movement and economic activity. Ukraine's experience over the past four years offers an important lesson: large-scale demining becomes most effective when it evolves from an emergency response into a coordinated ecosystem that combines technology, expertise, operational capacity and sustainable market mechanisms.

From emergency response to operational capability

Over four years of full-scale war, Ukraine's mine action sector has undergone a significant transformation. What initially relied on urgent interventions in newly liberated territories has steadily developed into a more systematic and scalable approach.

During this period, almost 42,000 square kilometres of land have been returned to safe use. Yet perhaps the most important achievement is the emergence of a national mine action ecosystem capable of addressing contamination at scale and over the long term.

Today, Ukraine's demining sector includes private operators, modern machinery, digital planning tools, state financing mechanisms and a growing base of domestic innovation. Together, these elements are helping transform mine action from a temporary response into a long-term recovery capability.

Scale requires an ecosystem

One of the most significant developments has been the growth of operational capacity. In 2022, Ukraine had fewer than ten certified mine action operators. Today, there are 134. Through cooperation between government institutions, operators, manufacturers and international partners, Ukraine has also built the largest fleet of demining equipment in the world.

This expansion demonstrates an important principle: land release at scale depends on the broader ecosystem that supports operations, including maintenance infrastructure, training programmes, service networks and a skilled workforce.

What began with supporting the deployment of equipment into liberated territories has quickly developed into a broader effort focused on sustaining operational readiness through local service infrastructure, specialist training and long-term support.

Technology is changing how demining is conducted

Technology has become another defining feature of Ukraine's demining sector. The traditional image of a deminer working solely with a metal detector and probe no longer reflects the full reality of modern mine action. Ukraine has rapidly become a leading environment for testing and deploying new technologies that improve the speed, safety and efficiency of operations.

Drones equipped with magnetometers and other sensors can conduct surveys from the air, significantly reducing the need for personnel to enter potentially hazardous areas during initial assessment. Artificial intelligence is increasingly being used to analyse aerial imagery and identify potential explosive hazards, achieving accuracy rates of up to 70% in certain applications. Remotely operated machines and robotic platforms, including more than 70 GCS-manufactured units currently operating in Ukraine, enable land processing while keeping personnel at a safer distance.

At the same time, digital planning tools are improving decision-making. The integration of IMSMA Core, CLEAR and Palantir platforms supports more effective prioritisation, helping authorities and operators allocate limited resources where clearance can deliver the greatest economic and social benefit.

The value of these technologies lies not in innovation for its own sake, yet in their ability to enable people to work more safely, more efficiently and with greater confidence in the results.

Building sustainable market mechanisms

A further development that distinguishes Ukraine's approach is the gradual introduction of market mechanisms that support humanitarian demining.

Recent years have seen the emergence of transparent economic frameworks that allow private operators to participate more actively in land release. Programmes compensating demining costs, open procurement processes through Prozorro and applications managed through the State Agrarian Register have helped create a more competitive and sustainable operating environment.

This represents an important shift in how demining is funded and delivered. When activities rely exclusively on donor support, long-term planning can be difficult. When funding mechanisms create predictable demand, organisations can invest with greater confidence in personnel, equipment, technology development and support infrastructure.

For a challenge of Ukraine's scale, sustainability matters as much as operational capacity.

Turning safe land into recovery

Ultimately, the objective of demining is to make that land useful again. Recovery begins when cleared areas are brought back into productive use. Farmers can return to cultivation, communities can restore infrastructure and local services and businesses can restart operations. Investment becomes possible and economic activity returns.

The relationship is straightforward: safe land → production → jobs → taxes → exports and investment → community recovery

Viewed through this lens, demining isn’t solely a cost associated with conflict recovery. It is also an investment in restoring economic assets and enabling long-term development.

The impact is equally important at a human level. Safe school grounds support education, safe roads reconnect communities and safe public spaces enable people to return home. Every cleared square metre creates opportunities that extend far beyond its physical size.

The next phase of the challenge

The task ahead remains substantial. As more territory becomes accessible, operators increasingly face areas that are more complex to survey and clear. These include forests, infrastructure corridors, difficult terrain and locations close to active hostilities, where contamination patterns and operating conditions are often more challenging.

Meeting these demands will require continued investment in technology, specialist skills, coordination mechanisms and operational capacity. It will also require ongoing cooperation between public institutions, private-sector operators and international partners.

Ukraine enters this next phase with one significant advantage: experience.

Over four years of sustained operations, operators, manufacturers and technology developers have accumulated practical knowledge on conducting mine action in one of the most complex environments in the world. Increasingly, Ukraine is a source of operational lessons, technologies and approaches that may prove valuable elsewhere.

A model for recovery at scale

Ukraine's experience demonstrates that humanitarian demining is most effective when viewed as part of a broader recovery strategy.

The central question is no longer simply how to clear contaminated land, but more focus on how to build systems capable of returning that land to productive use as quickly, safely and sustainably as possible.

The answer lies in combining operational capacity, technology, specialist expertise, market mechanisms and long-term support into a single recovery ecosystem.

Ultimately, independence is measured not only by the territory shown on a map, but by whether people can safely live, work and build their future on that land. Every area returned to safe use creates opportunities for communities, strengthens economic resilience and supports recovery long before reconstruction is complete.

Ukraine's experience shows that demining is not merely the removal of hazards. It is the restoration of access, movement and opportunity, and one of the most tangible foundations on which recovery is built.
